President Medvedev has issued instructions to draft new laws on providing employment and care for physically handicapped Russian citizens. He also said he is going to create a national post for meeting their needs. This year alone, Russia is to spend 800 million dollars on handicapped health care and artificial limbs.
Have you ever been in Moscow metro? I have been in many European subways and Russian one is the only one that can’t be used by handicapped people. I really can’t imagine how much it will cost to change the situation.
