State Duma deputies decided that people who ride a scooter or a motorbike must receive a license as too many accidents happen because these “bikers” think that their vehicle is quite small so they can easily manoeuvre in a car flood. In fact they just don’t know rules of the road and, as statistics says, cause lots of “problems” on the road. Moreover, they do not wear helmets and some other things to protect themselves that is why such injuries as abrasions, bruises, factures and brain concussion seem to be natural for irresponsible “bikers”.
I always wonder how long it takes our officials to fathom out those things that other people have already understood! It goes without saying that everyone who drives a vehicle must have a license and know traffic regulations. A "scooter" is a miniature motor-cycle so no exceptions should be made for those who drive "scooters"...
I have been thinking about this issue for about two years. I have seen many motorbikers ride at neck-breaking speed without any fear of causing an accident. I have seen many scooter-riders do the same. Maky of them are really ignorant about the traffic rules. The best decision is to make anyone who intends to use vehicles pass driving tests.
Does anyone REALLY believe that someday laws will REALLY work in Russia? It is an essential part of Russian national character to pay no attention to any laws and rules .
And of course everything can be bought in our country and official documents often mean nothing. That's why people often get things they are not supposed to have or use. The majority of car owners in Russia are not capable of driving at all but they can buy car licenses easily. Then they whirl at enormous speeds and kill a shocking amount of people each year.
Of course, something must be done and legislation in this sphere must appear. Bu the most tragic thing about it is that the majority of the drivers are children. We should also change something in the parents’ attitude who allow their children to “drive”, because it often leads to awful consequences!
