Well, I think it will work partially. After all, our country doesn't entirely consist of malicious criminals and madcaps))) There're reasonable drivers as well and certain money losses can only contribute to their decency))) And as for others...there will appear e kind of new "game" for them - not to be caught barehanded)
I doubt that it will have any positive results besides for higher income into the regional budget... the thing is that the problem is in people's minds - they just got used to driving this way and no matter what fines are, they won't become law-obedient just in a moment.
