My personal reaction is positive and supportive. This wouldn't have been introduced, if things on our roads were just fine. The situation is awful for many reasons and in many ways. One thing which really makes my hair stand on end is US, the dirvers, car-owners. Driving culture is what we seem to have never heard of. It will take years to get rooted into our consciousness. BTW, road regulations abroad are strict because they had similar problems years ago. We are always lagging behind the civilzation in everything. Are we aliens to this planet, I wonder?
