There are some ideas how to avoid some percent of them, but this ideas are rather ideal so to say. For example, there can be ligal street racings, where the police can control everything, where can be observed all the rules of safety and so on, and so forth.

Who's going to sponsor the competitions? Who's going to pay for the patrol work? Do you know the exact cost of a LEGAL street race?

I know, these races are very expensive.
