Our president Dmitry Medvedev at last introduced a new bill to SD for consideration. This bill abolishes the current regulation according to which it is allowed for a driver to have the minimum percentage of alcohol in blood. However, Vienna Convention for the road traffic (1968) presupposes that the legislation of any country should specify the allowable amount of alcohol in blood. But the president of Russia believes that “one who has taken a drop, loses one’s head immediately. We all know how Russians drink. Now it is all right to drink a small bottle of beer and then go on to drive. And it is only the beginning. I think we must ban alcohol consumption at the wheel,” says Mr. Medvedev.
My personal conviction is rather strong - any amount of alcohol should be forbidden. Never. Sometimes I would like it to be the other way round, but believe me it is a way to more alcohol consumption. This is the state of our everyday culture - no rules, no regulations, excessive self-confidence, disregard of public needs and concerns. This is only one little answer why our country can never get out of the social chaos. Why do we want our government to be better if we ourselves spit at our social environment and care not a snap for its improvement? :(
I think it depends. When some people drink a small bottle of beer and then drive only to buy something "more serious". It is a typical behaviour in a company of friends. But on the other hand, if a person was heavily drunk the day before and now he is OK, the percentage of alcohol in his blood may be high and he runs the risk of saying goodbye to his driving licence (or - in our country - of saying goodbye to a big sum of money.
