This is the work of my favourite graffitist Banksy! 
I like his work so much. He has his own style. Banksy is famous for his works because they often reflects problems of the society. There are also a lot of works with political subtext. So that's why I agree with Nastya and Pasha. I don't really think that this is just a picture. I also think that this graffiti connected with the government. May be Banksy shows us that government tries to hide problems and so on.
Before seeing this picture on the site, I've read that this graffiti was removed from this wall. It's a pity, if it's true.

I agree with Pasha that this image can symbolize problems of our government and their attempts to hide dreadful things that all people understood long ago. But maybe this picture doesn't carry a great semantic load. Or it just shows that attention of local residents to this city is too rude and it bacomes more and more durty. Maybe this is an easy hint to always clean up your rubbish and, of course, not to throw it on streets. You should understand that somebody clean it up fot you every day.

I suppose, that this picture isn't simply beautiful and realistic, but also shows the artist's attitude to our government. He thinks that it tries to hide problems of our country instead of solving them. Anyway, it is my opinion and  every person can find his or her meaning in this image.
