It is so typical of our government to say "we have no money for this or that" when something needs to be invested. And in most cases when we try to understand why there is no money for development, we never get a clear answer. In my opinion the government very often neglect some "spheres" of our life that need to be improved, that is why they always get the questions "why?" and "when?"
Our government neglect all expensive spheres of our life (roads, trransportation, etc.) Those spehere where much money must be invested. On the contrary the government creates such "space banks" in order to hide money and spend it on themselves.
Well this is the way our government thinks. Unfortunately we can't influence it somehow, since money is the power. So those who have money, also have power, and it's up to them to decide how to allocate our money.
I don't think that our government really neglect the public sector. But the real problem is that the money to be spent on roads and transportation is constantly vanishing into thin air! If nobody stole, everything would be OK.
