I tend to think that in Russia a job in public sector is more stable while some job in private sector is more profitable. By the way, the video effects are irritating. They divert from the essense of this video.
It is true that when public enterprises renovate the equipment and improve the quality of services, they will be at the same level with private ones. But in most cases public enterprises are delibeberately regarded as worse ones, so they say there is no need for any improvement at all. That is why I suppose it is the problem that concerns not only money but also our "attitude" to the situation.
I tend to think you are right. The problem is not in money, but in our attitude to the problem. I personally don't consider private clinics to be better that public ones. I know that there are real professionals working in ordinary hospitals and some not-so-qualified doctors working in expensive clinics. And the rich pay not for the quality, but for comfort. No queues, no shouting at you, everything is nice and pleasant.
As for my personal experience I tend to think that private sector can give you more experienced staff. I see the difference between private and public sector and public sector not always better than private.

I guess private enterprises can make public sector improve. Theoretically, public hospitals could renovate the equipment and stick to the qualification standard of employees just by looking at the quality of services provided by rivals in the private sector. Of course, it is only in theory, but the stimulating factor of private enterprises really exists as such.
